卡特里娜飓风过后已过去十四个月，但新月城的居民却发现重建生活比以往任何时候都更加艰难，更不用说坚守自己独特的文化认同了。有些人甚至流落到遥远的城市。房主们的保险支票迟迟未到，随之而来的是“回家之路”计划的官僚噩梦，开发商和灾难资本家们也趁机攫取土地。犯罪和吸毒现象猖獗，腐败和贪污猖獗，而市政机构对此束手无策。然而，新奥尔良的文化却依然屹立不倒。
